local in the context of tutor certainly doesn’t mean development mode, that I have understood, but what does it actually mean?
Is running your tutor via k8 opposite to running it using local ?
Good question! “local” means “run locally on this server with docker-compose”. I guess we could have named this command “tutor compose” – but we didn’t 
I’ve always thought that “local” was not such a great name, but at the time I could not find a better alternative. I’m open to suggestions!
EDIT: so yes, in a sense, “local” is quite different to “k8s”, but not quite “opposed”. It’s just the deployment target that is different, all other commands remain more or less the same.
