Using Tutor version 13.1.8 (Maple)
Started the service by executing the command tutor dev runserver learning
It started the service using port 2000 in Dev environment but when I try to access the page it says refused to connect.
I ran into something similar here MFE not running by default on development start. Documentation error? - #3 by kdmccormick
Try running tutor dev runserver learning in a separate terminal.

What is the exact url that you are trying to open? (“apps.maple.example.com” is sure to fail)
