Config.yml is empty any way to recreate

hello friends
I am working on the tutor nutmeg release I have issued my config.yml is empty and for this problem may be have not hit any command I know the config.yml file build with tutor config. save and tutor local quickstart but when I try to hit on my production following problem occurs

Error applying action ‘project:root:ready’: func=<function _enable_plugins at 0x> contexts=[]’

Error: Invalid configuration: expected dict, got <class ‘NoneType’>
