LMS and CMS containers both run LMS in v13.2.0 Dev

I believe there might be a typo in the CMS settings for the Dev environment.
This typo causes the CMS container to also run the LMS environment.

Dammit I was positive I had triple checked the file. Would you mind opening a pr? I’m currently in a train on the way to the Open edX conference with little Internet access.

Hi @regis Im also facing the same issue. How can I get this fixed should I uninstall and reinstall tutor?
