Development Environment Setup

There are two reference in the tutor documentation that I found related to setting up a development environment.

  1. https://docs.tutor.overhang.io/tutor.html (suggests tutor local quickstart with ‘n’ to production)
  2. https://docs.tutor.overhang.io/dev.html (suggests pip install -r requirements/dev.txt after a clone of tutor)

Both are having different set of steps. Unknown that which one is to be used.

Please help.
