Creating ‘openedx’ user takes too long when building openedx-dev image

Hello Sir,I am using ubuntu 20.04,and tutor version is tutor, version 12.0.2
,while buildingopenedx-dev images,it stucks at
Step 10/15 : RUN create-user.sh $USERID
—> Running in b98d641af10c
Creating ‘openedx’ user with id 1000

please sir help me to silve the issue
